J.R. Flatter co-founded Flatter & Associates, Inc. (Flatter) with his wife Alicia Flores-Flatter in January 2002 immediately upon his retirement from the Marine Corps — about five months after 9/11. J.R. has served as the company’s President and Chief Executive Officer since that time. Alicia oversees Flatter’s strategic direction in her position as Treasurer.
Flatter started business with a single 90-day contract at the Naval Criminal Investigative Service. We now have a diverse portfolio of Partner-Clients across a wide array of government agencies.
Flatter’s corporate headquarters is located in Fredericksburg, Virginia. While primarily positioned to support Partner-Clients in and around the metro Washington D.C. area, we also provide high impact solutions throughout the United States and internationally.

Service-Disabled Veteran-Owned Small Business (SDVOSB)
On December 16, 2003, the Veterans Benefits Act of 2003 (VBA) was passed by Congress. Section 308 of the Act (Public Law 108-183), established a procurement program for Service-Disabled Veteran- Owned Small Businesses (SDVOSB). This procurement program provides that Federal contracting officers may restrict competition to SDVOSBs and a award a sole source or set-aside contract where certain criteria are met. The Small Business Administration (SBA) has issued an interim final rule, establishing a SDVOSB Concern Program. This program establishes the criteria to be used in Federal contracting to determine service-disabled veteran status; business ownership and control requirements; guidelines for establishing sole source and set-aside procurement opportunities; and protest and appeal procedures for SDVOSB procurements.
