Flatter, Inc. has demonstrated exceptional support in the digital transformation and modernization of the U.S. Coast Guard’s (USCG) Electronic Health Records (EHR) system through a comprehensive acquisition program. With a team of highly skilled personnel, Flatter managed over $100 million-dollar program to revolutionize the Coast Guard’s health record management, ultimately enhancing the quality of care for its service members and ensuring alignment with broader national security objectives.

Program Objectives

The primary goal of the USCG’s Electronic Health Record Acquisition (eHRa) Project Management Office (PMO) was to modernize its health record management system. Historically reliant on paper-based records and legacy systems, the Coast Guard faced a significant need for a new solution that would:

  • Protect Personally Identifiable Information (PII) and Personal Health Information (PHI)
  • Enhance core and priority health care services
  • Improve interoperability with the Department of Defense (DoD) Military Health System and Veterans Administration (VA)

Flatter provided a comprehensive suite of services under the Task Order, including project and meeting coordination, acquisitions and IT systems analysis, cybersecurity, documentation generation, and test and evaluation support. Key responsibilities included:

  • Program Management Office: Oversaw all contractor work and maintained day-to-day stewardship of the program, ensuring seamless coordination with the Contracting Officer’s Representative (COR).
  • Strategic Planning and Facilitation: Led strategic planning efforts, facilitated key meetings, and supported the creation of a clear roadmap for the program’s success. Flatter used our Coaching Culture approach to both project management, leadership, and leadership development of our team and government counterparts.
  • Data Analysis and Lifecycle Cost Management: Conducted extensive data collection and analysis to support decision-making, including a thorough Alternatives Analysis (AA) to identify the most effective and cost-efficient solution.
  • Cybersecurity and Compliance: Ensured all aspects of the modernization effort were secure and compliant with federal regulations to protect sensitive health information.

Key Accomplishments

Flatter’s proactive approach and expertise led to several significant achievements:

  • Successful Alternatives Analysis (AA): Developed and executed a comprehensive AA in line with the Major System Acquisition Manual (MSAM) template, evaluating options based on effectiveness, suitability, and life-cycle cost. This analysis formed a critical part of the Solution Engineering Phase of the Systems Engineering Life Cycle (SELC) process.
  • Enhanced Interoperability and Data Security: Improved the interoperability of the USCG’s EHR with DoD and VA systems, while ensuring that PII and PHI were safeguarded against potential breaches.
  • Streamlined Project Management: Through effective coaching conversations and project management and coordination, Flatter maintained a high level of communication and efficiency, ensuring that project milestones were met on time and within budget.
