Flatter, Inc. Appoints Karnita McElveen as Chief Operating Officer

Fredericksburg, VA — January 2026 — Flatter, Inc., an ISO-certified, SDVOSB professional services firm supporting federal customers across the Department of Defense, DHS, and USDA, is proud to announce the appointment of Karnita McElveen, MBA, CF APMP, as Chief Operating Officer (COO).

Karnita, proud Army veteran, brings nearly two decades of leadership experience across federal contracting, defense, homeland security, and GovCon operations. A proven executive leader, she has built and led high-performing organizations spanning roles addressing operations, program execution, business development, and enterprise transformation, consistently translating strategy into disciplined execution.

As COO, Karnita provides enterprise-wide operational leadership for Flatter, overseeing all headquarters functions and federal programs to ensure delivery excellence, compliance, scalability, and alignment with corporate strategy. She serves as the single operational authority across programs, contracts, IT, and internal operations, while partnering closely with the Chairman of our Board Dr. Flatter, CEO Brittany Chiang, and CFO Oliver Chiang to strengthen planning, budgeting, and performance management.

Since stepping into the role, Karnita has already begun driving meaningful impact, strengthening operational rigor, strengthening an already high-performing team, and supporting Flatter’s rapid growth trajectory. As Flatter completes our first month of 2026, we have already achieved more than 25% revenue growth.

Prior to joining Flatter, Karnita held senior executive roles including Chief Operating Officer, President, Chief Executive Officer, Vice President of Operations, and PMO and Proposal Operations Director across multiple federal services firms. Her background includes leading enterprise PMOs, overseeing large-scale federal programs, modernizing proposal and capture operations, and guiding organizations through periods of rapid growth and transformation.

Karnita began her career in the U.S. Army, serving in Communications Security (COMSEC) and security operations roles supporting U.S. and NATO missions across Europe. This foundation continues to shape her leadership approach, grounded in mission focus, accountability, and operational excellence.

She holds a Bachelor of Business Administration in Project Management, dual Master of Business Administration degrees in Operations Management and Human Resource Management, and is currently pursuing doctoral studies focused on leadership development. Karnita is also a Certified Federal APMP professional and an active member of multiple professional and academic honor societies.
