Karnita McElveen serves as Chief Operating Officer of Flatter, Inc., providing enterprise-wide operational leadership across headquarters functions, federal programs, contracts, IT, and internal operations. She drives delivery excellence, compliance, scalability, and strategic alignment while partnering closely with the executive team to strengthen planning, performance, and sustainable growth.
A proud U.S. Army veteran with nearly two decades of experience in federal contracting, defense, and homeland security, Karnita is recognized for translating strategy into disciplined execution. She has built and led high-performing teams across operations, program management, and enterprise transformation, consistently improving performance and results. Since joining Flatter, she has strengthened operational rigor and supported the company’s continued growth trajectory.
Prior to Flatter, Karnita held senior executive roles including COO, President, CEO, and Vice President of Operations, leading enterprise PMOs, overseeing large-scale federal programs, and modernizing capture and proposal operations. She holds a Bachelor of Business Administration in Project Management, dual MBAs in Operations and Human Resource Management, and is currently pursuing doctoral studies in leadership development. She is also a Certified Federal APMP professional.
