Oliver Chiang, PMP®

Chairman of the Board, President, and Chief Financial Officer (Treasurer)

Oliver Chiang serves as Chairman of the Board and President of Flatter, Inc., where he provides overall leadership and direction for the company’s strategy, operations, and financial performance. In this role, he is responsible for guiding the organization’s day-to-day management while ensuring alignment with long-term growth objectives and the company’s mission and vision, which he updated strategically in 2025 to better align to the changing National Security mission.

As Chairman, Oliver leads the Board of Directors in overseeing corporate governance, strategic planning, and organizational performance. He works closely with executive leadership to ensure disciplined execution across all areas of the business, including client delivery, financial stewardship, and growth initiatives.
Oliver supports the company’s portfolio of federal clients, including the Department of Homeland Security, Department of the War, and Department of Agriculture, ensuring consistent delivery of high-quality services.
In addition to his governance responsibilities, Oliver plays a key role in shaping enterprise priorities across finance, technology, and business development, fostering collaboration and operational excellence throughout the organization.
Prior to joining Flatter, Oliver served in the U.S. Army with assignments in Korea and at Fort Cavazos, Texas, where he developed a strong foundation in leadership, accountability, and mission-focused execution.
Oliver holds a Bachelor’s degree in Computer Science from Boston University, a Master of Business Administration from Liberty University, and maintains the Project Management Professional (PMP®) certification.
