Oliver Chiang serves as the Chief Financial Officer (CFO) of Flatter, Inc., where he provides strategic financial leadership and works closely with employees, clients, and teaming partners to ensure exceptional service delivery across the company’s contracts. He plays an integral role in supporting operations for customers within the Department of Homeland Security, Department of War, Department of State, and Department of Agriculture, both domestically and overseas.
In addition to overseeing the organization’s financial strategy and performance, Oliver actively contributes to Flatter’s information technology, business development, and proposal functions, helping drive operational efficiency, growth initiatives, and enterprise-wide collaboration.
Prior to joining Flatter, Oliver served in the U.S. Army with assignments in Korea and at Fort Cavazos, Texas, where he developed a strong foundation in leadership, discipline, and mission-focused execution.
Oliver holds a Bachelor’s degree in Computer Science from Boston University, a Master of Business Administration from Liberty University, and maintains the Project Management Professional (PMP) certification.
