Flatter is the prime contractor providing organizational analysis and program management support to the U.S. Department of Agriculture's Rural Development program, from its headquarters in St. Louis, Missouri.

In March 2025 Flatter was awarded the USDA Organizational Analysis and Program Management (OAPM) Blanket Purchase Agreement, and it now supports Rural Development under an annual task order of about $18 million.
Rural Development builds on earlier work for the department, including the Agricultural Research Service, where Flatter was awarded a prime contract to provide executive coaching in 2020 and has held multiple task orders since.
